The Commission to Investigate Allegations of Bribery or Corruption has announced that administrative penalties are to be considered for people who submitted required annual or post-retirement asset and liability declarations after 30 June 2026 but on or before 31 August 2026.
CIABOC says the penalties are provided for under Section 90 of the Anti-Corruption Act, No. 9 of 2023 and are calculated according to the period of delay.
Opportunity to explain delay
The Commission is giving affected declarants an opportunity to explain why an administrative penalty should not be imposed.
Written explanations and, where available, supporting documentary evidence must be submitted by:
30 September 2026
CIABOC says submissions should include the declarant's:
- National Identity Card number; and
- telephone number.
Penalties subject to the explanation process
The announcement does not mean every late declarant has already received a penalty.
Affected persons are first being given an opportunity to show reasonable cause for the delay.
If no explanation is submitted by the deadline, CIABOC says this will be treated as a failure to show reasonable cause and the administrative penalty will be imposed accordingly.
