Parliament has approved Supplementary Estimate No. 05 of 2026, providing Rs.17,213 million — Rs.17.213 billion — in financial assistance to provide relief to the public in relation to electricity bills.
The supplementary estimate falls under the Ministry of Energy and was approved following debate in Parliament on September 23.
### Funding to be reallocated
According to Parliament, the required Rs.17.213 billion will come from provisions originally allocated to line ministries for 2026 that have subsequently been identified as unlikely to be fully utilised by the end of the year.
The measure therefore involves reallocating already budgeted resources.
Parliament says the transfer will not increase the overall expenditure ceiling approved under the Appropriation Act No. 23 of 2025.
It will also not increase the Government's maximum borrowing limit.
### Committee approval preceded parliamentary vote
The Supplementary Estimate was considered by the Committee on Public Finance before being taken up by Parliament.
It subsequently received parliamentary approval on September 23.
### What the approval does — and does not — establish
The parliamentary decision authorises financing for electricity-bill relief.
It should not automatically be interpreted as meaning that every electricity consumer will receive an identical fixed reduction or rebate.
The exact effect on individual electricity bills depends on the mechanism through which the approved financial assistance is applied.
Any specific household rebate, tariff adjustment, eligibility rule or implementation timetable should be reported separately when officially confirmed.
