Cabinet has approved publication of the proposed Sri Lanka Cricket Bill in the Government Gazette before the legislation is submitted to Parliament.

The decision follows clearance of the draft by the Attorney General.

Cabinet had earlier approved preparation of legislation to restructure Sri Lanka Cricket on June 8, 2026.

The Legal Draftsman subsequently prepared the proposed legislation.

Proposed governance framework

According to the Cabinet decision, the Bill contains legal provisions relating to the:

  • establishment;
  • governance;
  • control;
  • regulation;
  • promotion;
  • development; and
  • administration

of Sri Lanka Cricket.

The proposed legislation is intended to strengthen principles including governance, integrity, transparency, accountability, inclusiveness and equal opportunity within cricket administration.

It also contains objectives relating to participant welfare and protection of the sport from corruption and other malpractice.

Bill is not yet law

Cabinet approval to publish the draft in the Gazette is a legislative step, not enactment.

The Bill must still be published and subsequently submitted to Parliament.

Parliament will then consider the legislation through the applicable constitutional and parliamentary process.

The precise legal effects of the proposed framework should therefore be assessed from the published Bill and any subsequent amendments rather than from political descriptions of the reform.

The next major publication trigger will be:

  • publication of the actual Bill in the Gazette;
  • substantive parliamentary consideration; or
  • material changes to its governance provisions.
