The Ministry of Public Administration, Provincial Councils and Local Government has launched GovHR, a digital human-resource management system intended to centralise employee information across Sri Lanka's public sector.
The system was officially launched on September 24 at the Sri Lanka Institute of Development Administration.
GovHR is designed to support digital management of several major public-service processes, including:
- recruitment
- promotions
- transfers
- training
- grievances
- performance evaluations; and
- retirement.
Moving away from paper-based records
The Ministry says the system is intended to reduce delays and inefficiencies associated with maintaining physical personnel files while improving the availability and management of employee information.
Public Administration Minister Prof. Chandana Abayarathna said difficulties associated with maintaining physical records have affected processes ranging from recruitment to retirement.
According to figures cited at the launch, Sri Lanka has nearly 1.2 million public servants, while provision has been made to recruit more than 120,000 additional public servants during the year.
Launch does not necessarily mean full migration
The launch of GovHR establishes the digital system and the Government's intended public-sector human-resource management framework.
It should not, however, be interpreted as evidence that every Government institution and every employee record has already been fully migrated to the platform.
Unless an authoritative rollout schedule establishes otherwise, implementation across the entire public service should be described as an intended or continuing process rather than already completed universal deployment.
