Sri Lanka's Cabinet has approved the establishment of dedicated Digital Transformation Units across Government institutions as part of implementing the country's National Digital Economy Strategy 2025-2030.
The proposal was presented by President Anura Kumara Dissanayake in his capacity as Minister of Digital Economy.
Supporting national digital strategy
The National Digital Economy Strategy 2025-2030 received Cabinet approval in October 2025.
The Government says a standard institutional mechanism is now needed across the public sector to coordinate and implement digital transformation initiatives.
The new Digital Transformation Units are intended to serve as dedicated institutional teams responsible for driving and coordinating those initiatives.
GovTech reference framework
GovTech Sri Lanka (Private) Limited has developed a reference framework setting out the proposed structure and operational arrangements for establishing the units.
The Cabinet decision establishes the Government policy to create these units across institutions.
However, this does not mean that Digital Transformation Units are already operational in every Government institution.
Specific staffing arrangements, implementation deadlines, individual agency responsibilities, expenditure and powers should be reported when officially detailed.
