TRCSL Launches Online System for Mobile Phones, Routers and Telecom-Equipment Import Clearances

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has launched an automated online Equipment Clearance System (ECS) for telecommunications equipment imported into the country.

The platform replaces several manual regulatory-clearance procedures with an online process.

What the system covers

The first phase covers functions including:

  • type approval certificates;
  • clearance for IMEI-enabled devices such as mobile phones and routers;
  • clearance for non-IMEI equipment, including certain Internet of Things devices;
  • temporary-import approvals for equipment intended for re-export.

The system provides regulatory recommendations required for agencies such as Sri Lanka Customs and the Controller of Imports and Exports.

Applicant categories

Individuals, institutions and registered commercial vendors have separate application categories. Applicants should confirm the current quantity limits and applicable conditions directly with TRCSL.

Tracking and notifications

Applicants can track the progress of applications online.

Notifications are sent through:

  • SMS; and
  • registered email

at key stages.

TRCSL has also provided training material and support for the ECS.

Regulatory safeguard

Only equipment meeting the applicable TRCSL technical and type-approval requirements can be processed.

The system digitises the clearance process; regulatory approval requirements remain in force.

TRCSL’s existing rules continue to apply to terminal equipment and import clearances.
